As we prepare to establish the practices and expectations of a new, expanded Portland City Council structure, we need to thoughtfully and intentionally root our system in true, equitable, transparent, and honest community engagement.

When legislative decisions are made on the basis of networks of services working together to achieve a goal, Council needs to ensure that all partners are supported, connected, and working in collaboration to achieve shared and individual outcomes. Only once all of the gears have been connected can the momentum of one propel the next.

There are many systems of policy making that are studied in public administration; there are many ad hoc methods of policy making that come up in the act of public administration; what persists throughout these practices is that the the method for evaluating the value of a policy or program against its cost does not have a human, community centered, input that prioritizes social impact over financial benefit.

POLICY MAKING

 

Climate policy is often thought of as reducing investment in roadway infrastructure and increasing investment in public transportation. The reality, however, is that there are climate implications in all policy development.

We need to create a city council that uses a climate justice lens to address all policy making.

INCLUSIVE

HOUSING CONTINUUM

 

An inclusive housing continuum includes supporting those in our community who are housing insecure. It includes investing in preserving affordable housing units, not exclusively building new ones. It includes multiple options for re-entering housing -- from low-barrier safe shelters, to comprehensive supportive housing, to direct placement in rental units ... all the way to affordable home ownership programs.

SAFETY

 

We need to take a close look at responding to safety with a network of services that meet the needs of our community. When someone is experiencing the trauma of an emergency, the responders should be able to effectively support their unique needs. It is Council's job to ensure we are providing safe, effective services to the community.
